Can options be added where a charge is not required?

For example, for Awards Nights and such, we'd like to be able to offer:

Main ticket - £40

- Starter - x options

- Main - x options

- Dessert - x options

This way we can view/plan our event without using an outside google questionnaire (I was told last year was way too complex)
